The official website of the Wuhan Municipal People's Government released a work plan to boost the high-quality development of the East Lake High-tech Development Zone (also known as Optics Valley of China, or OVC) on Feb 17.
The plan requires the government to redouble efforts in building the Optics Valley sci-tech corridor, establishing a national comprehensive scientific center and Wuhan's scientific innovation center in the valley and strengthening coordination among the valley's layout arrangement, industrial development and innovative resource allocation.
The valley's significant contribution to Wuhan's GDP will be further consolidated, and by 2025, it is expected to exceed 500 billion yuan ($78.85 billion) in gross economic scale. By then, the valley should have cultivated one or two 100-billion-yuan-level companies, ten 10-billion-yuan-level companies, and a number of globally advanced enterprises.
The plan will help OVC establish a 1-billion-yuan fund for the valley's business partners and encourage the two-direction flow of scientists and researchers among colleges and enterprises.
Industrial heavyweights are advised to found and administer modern industry colleges with universities.
By 2025, the valley should have more than 200,000 market players and 10,000 high-tech companies and about 100 enterprises should have been successfully listed. More explorations will also be made to recognize high-tech enterprises.
In addition, the plan also sets detailed targets in intellectual property protection, industrial structure, mechanism adjustment, education, and eco-system preservation.
