A national earthquake-themed memorial, it was established to commemorate the devastating May 12 Wenchuan Earthquake of 2008 and to promote the great relief spirit and post-disaster reconstruction work. The recipient of multiple honorary titles, the memorial has been developed into an important educational base for research into earthquakes and disaster prevention and alleviation.

The several sections included in the memorial are the earthquake sites of old Beichuan county, Shaba Dam faults and Tangjiashan Barrier Lake and the main and side buildings, service center and department of publicity and education for disaster prevention and alleviation. Besides, it also centralizes other earthquake sites in Yingxiu, Mianzhu and Dujiangyan in Sichuan province.
