Xiamen implements 15 measures to boost consumption

The coastal city of Xiamen in East China's Fujian province rolled out 15 measures to boost consumption, local media reported on March 18.

The measures include expanding the consumption market and encouraging holiday spending and online consumption.

1. The city's commerce bureau will offer up to 5 million yuan ($766,490) to large-scale commercial and trade enterprises that increase their consumption scale.

2. Consumption coupons will be given to people during holidays such as the May Day and National Day holidays through online platforms including Alipay, WeChat, and UnionPay, and the government will provide subsidies to merchants offering coupons.

3. Favorable policies will be implemented to encourage enterprises to switch to online channels.

4. Local industry associations and media groups are encouraged to hold consumer promotion activities, and such activities will receive a one-time award of up to 300,000 yuan.

5. Tradeshows for high-quality products will be organized, and the local government will provide participants with subsidies for transportation and other expenses.

6. The consumption market will be encouraged to go green.

7. Traditional consumption will be boosted and time-honored brands are encouraged to expand.

8. Consumption related to conferences and exhibitions will be promoted.

9. The expansion of consumption related to housekeeping will be encouraged.

10. Awards of up to 2 million yuan will be given to newly-opened chain convenience stores.

11. Enterprises that are listed among national pilot demonstrations for the innovation and application of supply chains will receive awards.

12. The consumption environment will continue to be improved so that people are willing to spend more.

13.  New business forms and models will be developed, including livestream e-commerce, in order to transform and upgrade traditional industries.

14. Charging standards for the quality testing of products and special equipment will be lowered.

15. Law enforcement will become more flexible. Those who conduct minor violations of the law will be exempt from administrative punishment.

These measures will be valid until Dec 31, 2021.
