Wuhan Economic & Technological Development Zone (WHDZ) in Wuhan, Central China's Hubei province, has optimized its enterprise registration procedures to include both online and offline options, according to local media reports.

In recent years, with the deepening of commercial registration reforms, enterprise registration materials have been gradually simplified and standardized.

Since the launch of the enterprise business scope specification selection system, multiple documents required by enterprises can now use templates, and the number of Wuhan residents who choose to apply for enterprise registration online has risen sharply.

Enterprise registration involves many risks in laws and regulations. For example, a change of shareholders involves the transfer of assets, and a change of legal representative involves disputes over the control of the company, and the requirements for declaration materials are high.

In addition, some applicants are not familiar with the online operations. Mistakes made in the complete set of materials or handwritten paper materials are inevitable. Then the materials must be returned for modification and re-signed.

Last month, in order to further optimize the business environment and improve the efficiency of government services, WHDZ’s administrative examination and approval bureau took the lead in launching a new business registration service model integrating both online and offline methods.

The bureau renovated enterprise registration windows, and equipped them with two sets of computers.

Companies only need to prepare their own materials, enter the information at the windows, then a full set of application materials will be generated.

After the applicant and the approver confirm that the information is correct, the materials can be printed out and signed or directly signed online. After signing, the materials can be approved immediately after submission.

To date, the bureau's offline windows have used the new integrated service to handle 350 business registrations of various types, without any returns.
