Hechi's business system reforms boost market vitality

Hechi has achieved positive results after it deepened its business system reforms. In 2019, Hechi ranked first in Guangxi in terms of convenience indicators for starting a business and the performance evaluation of optimizing business environment.

Hechi was also the first in Guangxi to achieve "zero cost" of enterprise operation and ranked in the forefront in the region on electronic registration rate.

In 2019, 11 counties (districts) of Hechi set up one-stop service windows for enterprise establishment, integrating the three departments of market supervision, public security, and taxation in government affairs halls. The number of application procedures have been reduced from five to three, while the application materials have been reduced from 19 sets to five, with a total of 65 items to be reported reduced. The entire process can be completed within three hours.

Since 2019, Hechi has begun to implement free engraving of new company seals and government subsidies for tax control equipment to reduce the cost of starting a business. The city helped enterprises save nearly 500,000 yuan ($71,422.73) in 2019 and they are expected to save more than 5 million yuan this year.

Hechi has promoted electronic registration by setting up self-service areas in the government service halls at all levels, allowing people to complete procdures online, such as applying for a business license, at any time and place without waiting in line.

The city has also strengthened and standardized its supervision of its business system, focusing on pressing issues and difficulties faced by the public, such as comprehensively strengthening price supervision and fighting against unfair competition.
