Dalian looks to recruit, retain more top professionals

A meeting focusing on recruiting top people from outside and incentives to retain their services was held in Dalian, in Northeast China’s Liaoning province on May 20, and Tan Zuojun, Party chief of Dalian, delivered a speech, local officials said.

Participants at the meeting deliberated on three drafts about the city’s program to hire people, including a key issues plan for 2020 talent work.

Tan said the outbreak of COVID-19 epidemic had seriously affected the economic and social work of Dalian over the past few months. As a result, much more importance had to be attached to recruitment and greater attention must be paid to attracting and retaining talented people.

He stressed that efforts were needed to attract more high-caliber professionals and university graduates to the city. More projects, which allowed talent to demonstrate their skills and expertise, had to be established.

Tan said that new policies would be established on talent management and support. Developing a better performance evaluation system that provides incentives and bonuses to top professionals was also needed. In addition, training programs needed to be improved.

Tan said staff members in the Dalian municipal government must take responsibility for the changes and strive to make the best decisions on recruiting and retaining top employees. Supervision, inspections, appraisals and assessment mechanisms for talent needed to be established.

Tan also said Dalian had to leverage the strength of organizations such as chambers and associations to expand Dalian’s pool of talent in its workforce.
