Dalian rolls out measures to control ozone pollution

Dalian, a port city of Northeast China’s Liaoning province, issued an ozone pollution prevention and control plan recently, aiming to control the two ozone precursors of volatile organic compounds and nitrogen oxides, officials said.

Under the plan, from now until the end of October 2020, Dalian will adopt 20 key measures.

These will cover the areas of industrial source emission controls, domestic source emission controls, mobile source pollution controls, non-point source pollution controls, off-peak production in high ozone incidence periods and strengthening ozone pollution emergency controls.

In addition, the plan aims to achieve a year-on-year reduction in ozone pollution days by five days and a reduction in peak ozone concentrations year-on-year. It also has the goal of achieving zero heavy ozone pollution.

Various government departments will shoulder their responsibilities and take actions according to the specific 20 measures of the plan. A special steering group will also be set up to carry out monthly supervision and announce the ozone concentration ranking of each district on a monthly basis.

During the high incidence periods of ozone pollution, the steering group will also carry out monitoring of key industrial parks, key enterprises and sensitive areas.

It will scientifically evaluate the emission reduction status of nitrogen oxides and volatile organic compounds in each area and the effectiveness of ozone pollution controls.
