Zhongguancun releases "Technical Specifications for Non-contact Intelligent Temperature Screening Systems"

The Zhongguancun Administrative Committee released "Technical Specifications for Non-contact Intelligent Temperature Screening Systems" on April 16. The standard aims to promote the standardization, industrialization and market expansion of non-contact intelligent temperature screening systems.

The standard will contribute to the battle against the epidemic

At present, body temperature screening has become a top priority in epidemic prevention and control. Compared with contact temperature measurement, infrared temperature measurement has advantages such as fast response time, non-contact, easy deployment, safe use and long service life.

Since the outbreak, companies such as MEGVII and Baidu have launched infrared intelligent temperature measurement products using dual-light or non-black body temperature measurement systems as well as AI-assisted temperature measurement and AI-assisted multi-body temperature measurement. At present, these products are in use in more than 600 supermarkets such as Wumart and Wal-Mart.

However, currently technology and test standards on such devices are lacking, which hinders the standardization, industrialization and market expansion of these products in epidemic prevention scenarios. Therefore, it was necessary to formulate a uniform standard as set out in the April 16 release.

The standard must have certain features

First, the standard should be advanced. For partial functions and performance such as measurement error and temperature measurement speed, etc., the standard must prevail over existing standards. Second, the standard should be forward-looking. It should stipulate special functional requirements such as face recognition, identity recognition, mask detection, and handheld high-temperature foreign object detection according to different application scenarios. Third, its formulation must be efficient and innovative.

The April 16 document sets a standard that meets these criteria. In just 29 days, proposal evaluation, project approval, and standard release were completed through innovative work methods such as project approval by video conference and expert review. The standard is application-oriented and fully combines market demand and enterprise product capabilities, so it can be applied immediately.

The standard includes 11 modules including video image acquisition, temperature analysis, target detection, and intelligent alerts. For targets wearing a mask, the standard stipulates the range of temperature measurement error (no more than ± 0.3 ℃), an average temperature measurement time (no more than 1s), the maximum targets screened concurrently (multi-target screening systems shall cover no fewer than six people), and accuracy (not less than 90%). The standard also stipulates intelligent functional requirements for handheld high-temperature foreign objects.

Strengthen application

Next, the Zhongguancun Management Committee will do the following things to strengthen the application of the standard and the promotion of technical products related to epidemic prevention and control:

First, it will cooperate with relevant inspection, testing and certification agencies to promote the application of the standard in product testing and certification. At the same time, it will formulate and submit international standard proposals related to epidemic control.

Second, the committee will formulate standards on anti-epidemic products such as nano antimicrobial articles and anti-epidemic robots.

Third, based on on the "Zhongguancun new technology, new product and new service display, promotion and supply and demand docking platform", the committee will carry out online display and supply and demand docking of infrared intelligent temperature measurement products.

Fourth, it will give full play to Zhongguancun anti-epidemic loans and other policies, strengthen the R&D in infrared temperature measurement, detection reagents, AI-assisted diagnosis and treatment, disinfection robots and smart hospitals, expand application scenarios to urban management, government services, education and medical care, and promote anti-epidemic technologies and products.

As of the end of 2019, Zhongguancun companies and social organizations had formulated 434 international standards (including advanced foreign standards).
