New-type urbanization to help upgrade city quality

According to the Beibu Gulf Urban Agglomeration Development Plan (2017-20), which was approved by the State Council on Jan 20, 2017, the city cluster will adapt to the new development trend of modern cities while integrating local characteristics, as well as promote green smart development to comprehensively improve the quality of the cities.

The Beibu Gulf Urban Agglomeration aims to set up tropical and subtropical green cities where man and nature live in a harmonious manner by integrating a series of elements including seaside, mountains and rivers, countryside and culture, as well as optimizing its urban spatial layout of working, living, and ecology spaces. The region will also promote urban forest construction, urban water systems protection, ecological restoration and urban renovation.

The region will also accelerate the upgrading of industries and green and clean production. Green energy resources and green buildings will be promoted, while a green transportation system will be built.

Sponge cities

In order to promote water absorbing, water holding, water permeability, and water purification capacity in the area, the urban cluster will promote the construction of water infrastructure and sponge cities.

Construction of pilot sponge cities will be pushed forward. The region will promote urban underground comprehensive pipelines to advance the drainage capability of cities.

Smart cities

Relying on the China-ASEAN Information Harbor, the region will facilitate applications of new generation of information technology in urban construction and management, such as big data, cloud computing, and the internet of things. It will speed up information construction in urban planning, land utilization, underground utilities and space management, landscaping, urban construction management, as well as conservation of historic sites. 

It will also expedite construction of urban spatial and temporal information cloud platforms that serve smart city construction. According to the Beibu Gulf Urban Agglomeration Development Plan, the development of smart cities will be promoted in Nanning, Haikou, Zhanjiang, Beihai, Qinzhou, Yulin, and Danzhou.

Humanistic cities

The Beibu Gulf Urban Agglomeration will integrate urban construction with beautiful coastal landscapes, colorful ethnic customs, unique border advantages, and rich historical culture. The coastal cities in the region plans to highlight offshore elements such as the sea, beaches, sunshine, and harbors. The border cities will pay great attention to border styles and the Association of Southeast Asian Nations (ASEAN) characteristics. Cities inhabited by ethnic minorities will promote the local ethnic customs. A wide range of famous historic and cultural cities, towns, and streets will be built to shape the region's unique cultural brands.
