Editor's Note: According to the development planning of the Beibu Gulf urban cluster released by the State Council in February 2017, the region is expected to be deeply involved in China-ASEAN cooperation.
The area will take the inheritance and protection of Luoyue culture as a bond to carry out cultural and educational exchanges at various levels to expand cooperation between China and countries along the 21st Century Maritime Silk Road.
More high-level talents in all fields will be introduced and cultivated to forge an ASEAN-oriented hub of talents. Educational and academic communication and exchanges will be further enhanced, and an upgraded version of the China-ASEAN Double 100,000 plan will be fully implemented, with the aim of further enhancing people-to-people ties through education.
It is expected to attract more countries to set up consulates and commercial offices in the Beibu Gulf cities to carry out urban diplomacy.
