Guangdong Provincial Government issued the Implementation Plan for the Improvement of the Consumption System in Guangdong Province, which proposes 29 specific measures in nine aspects in response to the current outstanding problems of restricting consumption. The Implementation Plan aims to improve consumer expectations, create a good consumer environment, and promote the formation of a strong unified market.
According to the plan, the optimization and upgrading of automobile consumption will be promoted. The province will focus on promoting the application of new energy vehicles, speeding up the construction of charging sites and replacing infrastructure, and making clear requirements for the construction of charging facilities in the province's expressway service areas, urban new public parking lots, and communities.
The Guangdong government will optimize the automobile consumption environment. Automobile plate lotteries and bidding indicators in Guangzhou and Shenzhen will be broadened, and no other cities in Guangdong province may introduce automobile purchase restriction regulations. The government will strengthen the supervision of automobile sales, the maintenance and accessories industry, and establish a public notice system for automobile sales. Meanwhile, the used car consumer market will be improved and procedures for used car transactions will be simplified.
The Implementation Plan clearly states its aim to stabilize housing consumption. The province will expand the supply of rental housing and the coverage of permanent residents in public rental housing, and housing provident fund systems.
The province will promote the upgrading of rural consumption in building rural tourism brands and improving infrastructure such as rural networks, communications, hydropower, logistics and highways. It will also vigorously encourage new modes of consumption, including accelerating the development of new information consumer products such as 5G-based smart terminal products and 4K/8K smart TVs; supporting the development of e-commerce retail and cross-border e-commerce; promoting green consumption and improving the recycling system for residential communities' renewable resources; and promoting consumption integration in the Guangdong- Hong Kong-Macao Greater Bay Area.
The Implementation Plan proposes to explore new highlights of tourism consumption and promote the construction of Hengqin International Tourism Island; release cultural consumption potential and stimulate cultural consumption; expand new space for sports consumption such as constructing intelligent gymnasiums and fitness facilities, and cultivate emerging sports industries; improve the level of healthcare for all citizens; complete the network of aged care services by establishing care service guidance centers in all counties (cities, districts); strengthen the management and training of nursing staff; and increase the supply of kindergarten enrollments.
The Implementation Plan also focuses on quality improvement, service standardization, construction of a credit system in the consumer sector, and consumer rights protection mechanisms. In addition, the government will promote the formation of a unified market to create a market environment conducive to the delivery of consumer products and services to all types of consumers. It will also take actions to improve the employment and income distribution system, increase financial support, improve the infrastructure of the consumer sector, implement a paid vacation system, and strengthen consumption publicity and statistical monitoring.
