The construction of Jiangsu (Wuxi) Vehicle to Everything Pilot Area got support from the central government after a reply to its request was given by the Ministry of Industry and Information Technology of the PRC to the Industry and Information Technology of Jiangsu.

The ministry clearly stated the pilot area's major tasks and objectives, which included deploying C-V2X network and road side units, installing car-mounted terminals, transforming the traffic facilities' functions of Vehicle to Everything (V2X) in major areas, and enriching the application scenarios of V2X.

Government departments relating to V2X are aiming to improve communication and coordination and set up systems for V2X testing and verification, safety management, and communications authentication, along with service platforms for information sharing. The pilot area should also promote the creation of related standards and regulations and gather experience that can be used by others.

Wuxi was the national comprehensive test site of intelligent transportation, jointly built by the Ministry of Industry and Information Technology, the Ministry of Public Security and Jiangsu province.

The world's first city-level Internet of Vehicle LTE-V2X application project has been implemented in Wuxi by China Mobile, Huawei, and the Traffic Management Research Institute of the Ministry of Public Security. The project was designed to cover central downtown, city expressways, and intercity expressways, amounting to a total road length of 280 kilometers and a coverage of 170 km2. Three types of integrated test environments for autonomous driving will also be built.
