Authorities in Fuyang district of Hangzhou, the capital of Zhejiang province, have revealed a three-year action plan to attract more highly-educated talents to settle in the district, a move that will provide talent and intellectual support for local industrial upgrading and transformation.

According to the plan, full-time undergraduates from key universities in Zhejiang province will be granted an 800 yuan ($116.68) internship subsidy per month. Masters and doctoral students will enjoy a subsidy of up to 1,000 yuan and 1,500 yuan per month respectively.

The plan also laid out support policies for graduates who want to start a business in the district. Key startup projects are entitled to an entrepreneurial grant from the local government valued at a maximum of 1 million yuan.

Aside from talent policies, plans are also afoot to establish Fuyang branches of the graduate schools of colleges and universities in an effort to cultivate high-level science and technology talents.

"In 2019, the district will introduce more than 1,000 high-caliber personnel with a master's degree or above while aiming for an annual increase rate of 20 percent. It plans to recruit over 3,700 talents within three years," said an official from Fuyang Human Resources and Social Security Bureau.
