Applications for exit and entry certificates in Liaoning

Currently, there are 80 agencies in Liaoning province handling the exit and entry certificates businesses; 14 out of the agencies are in the city level and 44 are in the county level. 

The specific address and contact number of the application sites can be found in the "National Immigration Administration Administrative Service Platform" or on the "Liaoning Public Security Exit and Entry Administration Website".

It takes about 10 working days for an individual who doesn't hold a local residence permit to apply for a travel permit.

Additionally, the "Hong Kong, Macao and Taiwan Individual Travel" policies, targeting the residents of Shenyang and Dalian in Liaoning, are still not included in the relaxed exit and entry certificate applications policy. Specifically, individuals who don't have a valid residence permit in Shenyang or Dalian can not apply for individual permits for traveling to Hong Kong, Macao and Taiwan. They can, however, apply for similar group travel permits, entering the above three places with tour groups.
