Shenyang Chemical Co Ltd is a state-owned company which main businesses include chlorine alkali chemicals, petrochemical engineering, and new chemical materials. The company was established in 1938 as the Shenyang Chemical Plant and joined China National BlueStar (Group) Co Ltd in 2004. 

Its main products includes caustic soda, polyvinyl chloride (PVC) paste resin, acrylic acid, and acrylic esters, while its polyethylene resin products are widely used in the chemical sectors of metallurgy, textiles, medical care, cars, electronics, agriculture, and light industry. 

It holds a national post-doctoral scientific research station and two provincial enterprise technology centers, as well as many independent intellectual properties and patents. The company has developed products such as a special paste resin for chlorine copolymerization and vinegar, which broke the industry stranglehold held by foreign companies and filled a domestic production gap. The PVC paste resin, a leading product of the company in 2009, was awarded the China Renowned Brand Product in 2011. The "Star Tower" brand won the well-known trademark of China. The acrylic acid and ester and chlorine alkali products were named a Liaoning renowned brand product.

The company has been listed among China's 500 most competitive enterprises for five consecutive years. Additionally, it has won many honorary titles, such as national advanced enterprise of quality management, national credit enterprise, national advanced enterprise in environmental protection, and Liaoning's advanced enterprise in safe production.
