Measures to promote transport development in Greater Bay Area

4. To build a rapid transit network in the Greater Bay Area. It is expected that the travelling time among major cities in the Greater Bay Area can be reduced to one hour or less by building an intercity rapid transit network involving high-speed railways, railways and highways.

A construction plan will be developed to boost the construction of intercity railway networks among major cities in the Pearl River Delta region. The plan will speed up the building of transport connections between the east and west coasts of the Greater Bay Area, including the Shenzhen-Zhongshan Bridge and the second Humen Bridge.

New modes for customs clearance should be adopted to make better use of the Hong Kong-Zhuhai-Macao Bridge and the Guangzhou-Shenzhen-Hong Kong Express Rail Link. Work will be accelerated on the planning and construction of the Liantang-Heung Yuen Wai Boundary Control Point, Qingmao Port (also called the New Guangdong-Macao Channel) and the West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, as well as the relocation of Lotus Port in Macao in the Hengqin Port in Zhuhai.

5. Improve the service quality of transport of both travelers and goods. Efforts will be made to improve the layout of major transport facilities and connect airports with railway networks to achieve zero-distance transfer and enhance airports’ capacity in cargo collecting, distribution and transport.

The plan supports the adoption of the public transport operation mode between major cities in the Greater Bay Area, and the use of the "One Ticket" for a whole journey and "One Card" for all kinds of transport.

It will also build a modern freight logistics system in the area and expedite the provision of "One Manifest" services so that cargo  can be shipped by railway-water, motorway-railway, air-railway, or river-sea multimodal transport. Construction of an intelligent transport system in the area will be advanced, as well as the innovative application of information technologies, such as the internet of things, cloud computing and big data.
