The organs of the District Committee include the Office of the District Committee, the Political and Legal Committee of the District Committee, the Working Committees of the Organs Directly under the District Authorities, and the Office of the Inspection Team affiliated to the District Committee.

The organs of the District Government include the Office of the District Government, the Development and Reform Bureau, the Education Bureau, the Science and Technology Industry and Information Technology Bureau, the Civil Affairs Bureau, the Finance Bureau, the Human Resources and Social Security Bureau, the Housing and Urban-Rural Development Bureau, the Water Affairs Bureau, the Commerce Bureau, the Statistics Bureau, and the Public Complaints and Proposals Bureau.

Among the organs of the District Government:
(1) The duties of the Office of the District Committee is optimized.
(2) The duties of the Political and Legal Committee of the District Committee is optimized.

(3) The duties of the Development and Reform Bureau is optimized.

(4) The Industry and Science and Technology Information Bureau is renamed as the Science and Technology Industry and Information Technology Bureau.

(5) The duties of the Finance Bureau is optimized.
(6) The Housing and Urban-Rural Development Bureau is established, and is also known as the Transportation Bureau and the Civil Air Defense Office (Civil Defense Office). The Construction and Transportation Bureau is canceled.

(7) The Water Affairs Bureau is established and the Environmental Protection and Water Affairs Bureau is replaced.

(8) The Public Complaints and Proposals Bureau becomes an organ under the Office of the District Committee, instead of an organ under the District Government.

2. Institutions set up according to local conditions

(1) The National Security Council of the District Committee is established as an advisory and coordinating organ of the District Committee. Its office is located in the Office of the District Committee.

(2) The Leading Group for Promoting the Development of Guangdong-Hong Kong-Macao Greater Bay Area is established as an advisory and coordinating organ of the District Committee. Its office is located in the Development and Reform Bureau.

(3) The Comprehensive Administrative Law Enforcement Bureau is established.

(4) The duties of the Urban Administration Bureau is optimized. Landscaping becomes the duty of the Urban Administration Bureau, rather than the Agriculture and Forestry Bureau.

(5) The Social Work Committee is canceled.
