1. Within three years from the month when the enterprise approved the establishment of an urban complex project, those enterprises whose annual local financial contribution reach no less than 1 million yuan will be rewarded by 80 percent of their contribution, and by 50 percent of their contribution if the annual local financial contribution exceeds 500,000 yuan.
2. Non-profit elderly nursing homes run by public welfare institutions and social forces may use land allocated by the State or collectively owned by peasants according to law. For the construction land of commercial elderly nursing homes, the land is offered by means of bidding, auction and listing after evaluating the land price with reference to the cost approach or income capitalization approach.
3. Those commercial elderly nursing homes that use their income obtained from their elderly care services to improve the facilities directly will be granted a subsidy worth half of the local tax reserve paid within the next five years by the same level of finance authorities.

The operator of identified e-commerce industrial parks shall be granted a one-time subsidy of no more than 30 percent according to the actual fixed assets investment in its supporting facilities (excluding infrastructure construction funds and land funds), and the ceiling amount shall be no more than 1 million yuan. If the e-commerce enterprises in the park contributed more than 5 million yuan to local finance in the previous year for the first time, the operator of the park shall be granted a one-time reward of 500,000 yuan, and the operators of e-commerce industrial parks that offer zero-rent premises for tenants shall be granted a subsidy of no more than 1 million yuan. For those listed as provincial-level cross-border e-commerce parks, an additional subsidy of 500,000 yuan will be granted; for those listed as national-level ones, an additional subsidy of 1 million yuan will be granted.
