​Harbin’s achievements in urban construction

A more optimized urban layout

In 1996, the State Council approved merging the Songhuajiang district and Harbin into the new city of Harbin. There were 7 districts and 12 counties (cities) under the jurisdiction of Harbin. In 2004, Songbei district was set up. In 2015, Harbin New Zone was approved as a national-level new zone and started planning and construction.

At present, there are 9 municipal districts, 7 counties and 2 county-level cities. The construction of Northern Waterside Town, Harbin Science & Technology Innovation Town, Hanan New Industrial City and Hadong New Town was accelerated. The design of Qunli and Haxi new zones was optimized. Harbin new zone became functional. The construction of Harbin's urban system has been further improved.

In 2017, Harbin invested 84.07 billion yuan in urban construction which was 746.2 times more than in 1978, with an average annual growth rate of 18.6 percent.

Rapid progress in infrastructure construction

Breakthroughs of road and bridge construction

Cross-river bridges such as Songpu Bridge, Yangmingtan Bridge, Songhua River Bridge were completed and opened to traffic. Roads out of Harbin such as Harbin-Acheng expressway, Harbin-Wuchang road, Hashuang north road and Dongju road were opened to traffic. The construction of the highway around the city was finished and opened to traffic; at the same time, highways like Zhongshan road, Airport road, Wenchang viaduct and Zhengyi overpass successfully link the entire city. Subway line 1 and line 2 opened. Harbin West Railway Station started operation.

A bigger transportation hub

In 2017, Harbin’s highways totalled 26,000 kilometers. The volume of freight was 87.17 million tons and the volume of passenger transportation was 119 million people.

A total of 224 air routes were opened. There were a total of 18.81 million passengers handled by the Taiping International Airport, plus 121,000 tons of cargo and mail.

Harbin’s infrastructure is becoming more perfect, and the water supply capacity is now 203,300 cubic meters per day, which is 2.8 times more than in 1978. 100 percent of urban water supply passes the potable water standard.

Continuous improvement of ecological environment

100 percent of the urban drinking water is fit for drinking, 94.2 percent of urban sewage is treated and 87 percent of domestic garbage is treated.

The proportion of good air quality days is about 74 percent (270 days).

The green space of the built-up area is 14,789 hectares, the urban green coverage rate and forest coverage rate are 33.6 percent and 46 percent respectively.

The number of parks increased from 6 in 1978 to 72 now, and the per capita park green area increased from 2.7 square meters in 1980 to 10.2 square meters.

Harbin's new look

In 2017, there were 292 coded bus lines with 7,519 buses in operation, which was 11.7 times more than 1978. The total length of bus lines is 5,689.8 kilometers.

In 2017, there were 18,193 taxis in Harbin, 233.2 times the number in 1978 and the passenger volume reached 570 million. The length of the subway lines is 21.8 kilometers, carrying 77 million passengers.

Central heating covers an area of 273 million square meters, reaching 95 percent of houses.
