The favorable business climate in Xiamen, Fujian province, ranked second among China's leading cities after Beijing, the national capital, the country's macroeconomic management agency revealed at a recent conference held in Beijing.

The National Development and Reform Commission evaluated the 22 Chinese cities selected from east, central, West and Northeast China according to the full life cycle of enterprises, investment attraction and quality of development.

Beijing, Xiamen and Shanghai topped the list.

Business registration, tax declaration and invoice collection can now be dealt with online in both Xiamen and Shanghai.

In Xiamen so far, 2,016 the above-mentioned affairs have been examined and approved online in Xiamen, accounting for 97.8 percent of all the affairs.

The city has also taken the lead in constructing the "single window" system for international trade.

Such a system enables international traders to submit regulatory documents at a single location and/or single entity, which greatly facilitates Xiamen's customs clearances.

Lin Nianxiu, deputy director of the national macroeconomic management agency, said at the conference that where talents decide to go or companies to invest depends greatly on a city's business climate.

Since last year, a group of enterprise headquarters and hi-tech industry projects have been established in Xiamen, including Luckin Coffee, UCAR, a leading comprehensive service platform in China's travel and auto sectors, and a permanent magnet motor industrial park.
