Statistics supervision
统计督查 (tǒngjì dūchá)
The General Offices of the Communist Party of China Central Committee and the State Council, China's Cabinet, have jointly issued a regulation on prevention of and punishment for data fraud. The regulation took effect on Aug 24.
The regulation aims to establish a supervision mechanism to prevent data fraud and punish those who commit such frauds, in order to guarantee the validity and accuracy of statistics in various regions and departments.
The regulation stipulates that the National Bureau of Statistics, in general, will be in charge of the statistics supervision work, whose key focus will be local Party leaders and the officials responsible for statistical work in different regions and departments.
The regulation says a statistics fraud accountability mechanism will be established, and those committing data frauds will be held accountable according to relevant laws and regulations. It also says statistics supervision officials are obliged to strictly abide by political, organizational and other work disciplines.
And if the supervisors conceal a statistics fraud in a region or department; distort or fabricate facts; disclose national secrets, commercial secrets or secrets related to their work; or abuse their supervisory power, they will be punished according to the Party's discipline or relevant laws and regulations.
