Shenyang welcomes entrepreneurship project

The Symposium on Innovation and Entrepreneurship Carrier of Shenyang- Zhongguancun Chaoyang Park was held in Shenyang June 5.

The symposium was promoted by Shenyang High-tech Zone Management Committee, Hunnan District Commission of Economy and Information Technology and Beijing Zhongguancun Chaoyang Management Committee, ushering in the successful delivery of the Beijing-Shenyang Innovation and Entrepreneurship Industry Accelerator project. The project was developed by Shenyang Innovation and Entrepreneurship Industry Operation and Management Co. Ltd and Beijing Chaoyang District Science and Technology Enterprise Incubator Alliance in Shenyang. 

Featuring innovation and integration of various industries, the project aims to forge the industrial cluster of enclave incubation service at the core of Innovation and Entrepreneurship Plus. It has set up the first “enclave economy pattern” between Shenyang and Beijing. An enclave economy pattern refers to a regional economic cooperation pattern whereby two mutually independent administrative areas with differences in economic development break the limits of original administrative divisions, align respective competitive resource advantages and achieve coordinated economic development through cross-boundary administrative management and economic development. This new service platform in innovation and entrepreneurship will link Beijing with Shenyang so they can explore counterpart cooperation.

This project will integrate the two cities’ incubators, maker spaces and professional services, making full use of Beijing’s location advantage and Shenyang’s resource advantage and relying on the global, characteristic and specialized incubators and the resources of maker spaces in Beijing Zhongguancun Chaoyang Park. Through services and smart transformation of the Beijing-Shenyang accelerator platform, it will facilitate the mechanism’s connectivity, enhance people-to-people exchanges, improve mutual-learning of development ideas and patterns, realize the project’s delivery of incubators and maker spaces, and achieve constant, deep and stable development, according to Liu Na, president of Shenyang Innovation and Entrepreneurship Industry Operation and Management Co. Ltd. 

The cooperation between Beijing and Shenyang will provide incubation soil and elements for overseas returnees in Shenyang and entrepreneurs who return to their rural hometowns from Beijing to start businesses, said Yan Wei, president of Beijing Wangjing Technology Incubation Service Co. Ltd. He said he also believes that it will provide a full industry chain, the public service platform with an enterprise’s life cycle, and the housekeeper enterprise service platform for incubating enterprises and graduated enterprises in Beijing and Shenyang.  

In specific operations, the core of this project is divided into “innovation and entrepreneurship plus seven centers”: “innovation and entrepreneurship plus talents training center”, “innovation and entrepreneurship plus cross border e-business center”, “innovation and entrepreneurship plus smart manufacturing center”, “innovation and entrepreneurship plus enclave incubation center”, “innovation and entrepreneurship plus regional finance center” and “innovation and entrepreneurship plus talents community center”. 

Beijing is becoming Shenyang’s largest source of domestic funds. So far, Beijing working with Shenyang has jointly implemented 153 cooperation projects, with total planned investment of 225.3 billion yuan ($35 billion) and actual investment of 36.3 billion yuan. 

“The counterpart cooperation between Beijing and Shenyang is a rare historical opportunity to promote the revitalization and development of Shenyang,” said an official from the Shenyang Counterpart Cooperation Office. 

Going forward, Shenyang, in light of the principles of counterpart cooperation, will compare itself to Beijing in all respects to identify the gaps and strengthen areas of weakness. It will transform the advantages of system innovation into regional revitalization and development to give new impetus to the all-round revitalization of Shenyang, developing and strengthening new engines and constructing “1+1>2” cross-regional cooperation system.
