The Ministry of Finance, the State Council Leading Group of Poverty Alleviation and Development, as well as the National Development and Reform Commission, have jointly issued a document on the management of the fund for poverty alleviation projects.
The document said poverty alleviation projects that haven't set performance targets should not be incorporated into the poverty alleviation project database, and should not apply for any funds.
According to the document, local authorities and organizations using the project fund should draw up budgets for their poverty alleviation projects, and set performance targets.
Performance targets should be an integral part of the budget.
In addition, local authorities are required to establish a supervision mechanism for the management of poverty alleviation project fund performance, and report the implementation of performance target to local financial and poverty alleviation departments in time. And any violations should be seriously dealt with.
According to the needs of the financial and poverty alleviation departments at all levels, performance evaluation can be carried out on poverty alleviation projects and the results of the evaluation should be passed on to the relevant departments in a timely manner.
