Licang district in Qingdao, Shandong province, is located at the center of the city, with the Laoshan Mountains lying in its east and the Jiaozhou Bay on its west. It was the venue of the 2014 Qingdao International Horticultural Exposition.

The district covers an area of 99.9 square kilometers with a population of 679,000 people. It had a GDP of 40.06 billion yuan ($6.38 billion) last year, up 10.6 percent from 2016, with 53.89 billion yuan in fixed asset investment, up 14.8 percent; 42.52 billion yuan in total retail sales of consumer goods, up 13.3 percent; and 8.02 billion yuan in the local governments' general public budget revenue.

The Licang government has decided to restructure the local economy by upgrading industries and paying more attention to the introduction of high-level personnel and the development of high-tech sectors.

It has planned a number of major industrial projects, such as the Qingdao International Academician Park, the Belt & Road Collaborative Innovation Center, the Qingdao-Amazon AWS Joint Innovation Center and the Qingdao Post Cross-Border E-Commerce Industrial Park.

These efforts have led to robust socioeconomic development in the district, with local residents enjoying the improving business environment and quality of life.
