The Nanyang Finance Bureau recently allocated a living allowance of 14.3 million yuan ($2.2 million) to impoverished disabled people and a nursing-care subsidy of 11.3 million yuan to severely disabled people across the city for the year of 2018.

According to the regulations, only those who hold a Henan household registration and a second-generation certificate of disability are allowed to apply for the aforementioned subsidies.

Living allowance applicants should be people who are physically challenged and live on the minimum subsistence allowance. Meanwhile, only people with level I and II disabilities and in need of long-term care are eligible for the nursing-care subsidy. Those who meet both conditions can apply for the two allowances simultaneously.
