Nanyang has recently allocated 3.59 million yuan ($569,000) worth of basic living security funds to counties and districts for purpose of elevating orphans' living standards.
As of Feb 28, there were 3,325 orphans in the city, including 2,906 scattered orphans and 419 orphans residing in welfare institutions.
The city established a minimum subsistence allowance for orphans in 2011, with the minimum standards being raised in 2017. Since then, each scattered orphan can receive 700 yuan per month, and those in welfare institutions can get up to 1,100 yuan monthly.
Among them, 300 yuan is from the central government budget, 100 yuan from the provincial financial budget and 90 yuan from the city. Counties and districts cover the rest.
The funds will be directly transferred to orphans' personal accounts by the local financial department to ensure that the basic rights of orphans are guaranteed.
