Guangzhou improves commercial registration services involving Hong Kong, Macao

The public security bureau of Guangzhou rolled out 15 policies on Feb 8 to improve its services for local residents and enterprises, ranging from application of entry and exit documents to administrative approval.

The new policies will relax restrictions for enterprises registering to do business with Hong Kong and Macao. For example, the required length of continuous social security payment will be reduced from six months to three months.

For non-governmental organizations which have commercial or cultural ties with Hong Kong and Macao, an exemption will be provided allowing them to register without the need for a tax payment certificate. Group corporations can decide the registration quota for their subsidiaries.

The new policy will make it easier for registered companies to dispatch employers to Hong Kong and Macao to conduct business negotiations, facilitate exchange between non-governmental organizations in Guangzhou and their counterparts in Hong Kong and Macao, and better meet the demands of group corporations, according to Cai Wei, deputy head of the bureau.

As for residents in Guangdong province who hold a Taiwan travel pass and plan to travel to Taiwan can apply for an endorsement online or at self-service machines without having to submit application materials to the exit-entry administration. The endorsement can be approved within seven days and can then be printed from  self-service machines.

The Guangzhou Public Security Bureau also detailed requirements for green channels for exit and entry applications, such as more convenient services will be provided for residents over 65 years old and on-the-spot inquiry of Chinese citizen's entry and exit record.
