Yantai, Shandong province has pledged to attract more than 5,000 high-caliber talents in 2018 to accelerate the city's shift from old growth drivers to new ones and promote the optimization and upgrading of industrial structure, an official said at a press conference on Jan 15.

Wang Benhua, head of the talent office of the organizational department of the Yantai Municipal Committee of the CPC, introduced the city's talent attraction plan at the conference.

The city will recruit more than 5,000 top-level talents, growing the total number of members of the national "Thousand Talents Plan" in Yantai and Mount Taishan Talents Plans to 130 and 160 respectively. The former was initiated by the Chinese government in 2008 to recruit top-level foreign experts from abroad, while the latter are provincial talent policies in Shandong, and consist of "Mount Taishan Scholar Plan" and "Mount Taishan Industrial Leader Plan".

In September 2017, Yantai unveiled guidelines on speeding up innovation-driven development, which specifies several preferential policies to attract more than 100,000 top talents by 2020. In 2017, Yantai added 35,200 new talents in various sectors, growing the total number of talents in the city to more than 1.7 million, ranking first among all cities in Shandong province.

Besides favorable talent policies, Yantai also held promotional activities and match-making events in the US and Canada to attract innovative talents. It has also built a national-level industrial park specializing in human resources. Approximately 40 renowned human resources services agencies have registered in the park, generating an annual revenue of 1.5 billion yuan.
