Procedures
1 Foreign investment enterprises file the application report with the Hainan Development and Reform Commission to start the approval process of investment projects.
2 The report will be evaluated by a consulting company and sent to the administrative department of Hainan province for an opinion. It will take seven work days for the process.
3 Incentive projects with a total investment of 100 million dollars or more, and restricted projects with a total investment of 50 million dollars or more will be approved by the National Development and Reform Commission. Incentive projects with a total investment of less than 100 million dollars, and restricted projects with a total investment of less than 50 million dollars will be approved by the Hainan Development and Reform Bureau.
4 The approval will be passed within five work days and applicants will be informed to obtain relevant approval documents.
5 After receiving the approval documents, applicants must follow proper procedures regarding land use and urban planning.
