Set Sail Plan 2017 was recently launched in Zhanjiang, calling on talents to gather in eastern-western-northern Guangdong and become a driving force of the regional economy.

For a long time, a weak economic foundation has made it hard for eastern-western-northern Guangdong to retain talents, with the shortage of high-caliber talents becoming a bottleneck for regional economic development.

To address the issue, the Guangdong provincial Party committee and government has launched the Set Sail Plan every year since 2012, aiming to guide the flow of talents into the region.

This year, Zhanjiang will support the projects chosen last year and newly-added projects which are conducive to transformation of local industries and poverty relief to compete for a financial aid of 1.5 million yuan ($227,783.5) from Guangdong.

Meanwhile, qualified innovative and entrepreneurial teams will be given subsidies ranging from 3 million to 8 million yuan. Badly-needed, managerial, financial and top talents will receive a subsidy twice their salary, if the amount doesn't exceed 1 million yuan.

Thirty young and middle-aged talents with great potential in eastern-western-northern Guangdong will be given top priority and granted with a one-time subsidy of 300,000 yuan.

Post doctorates in the region will receive annual financial aid of 200,000 yuan each within two years, while PhDs each will get an one-time subsidy of 200,000 yuan.

Alongside will be a subsidy of 100,000 yuan for technicians with senior professional titles and a subsidy of 80,000 yuan for those with vice-senior professional titles.
