Reforms in the approval system
In China, Pudong has pioneered to introduce an integrated approval process for five permits necessary for the establishment and business status change of foreign-invested companies in 2014, and further for up to seven permits in 2015.
A seamless integrated approval procedure was set up for the foreign investment approval certificates, business licenses, organization code certificates, tax registration certificates, pre-approved food circulation permits, customs registration certificates, and permits for stamping, casting and printing operations, streamlining the time needed for the entire process from 30 to 8 business days.
An innovative “notification and commitment + format review” process has been spearheaded in Pudong, in place of the previous procedures for foreign investment review and approval in effect for over three decades. Specifically, the approval is now based upon a written commitment by the applicant stating that all approval criteria listed in a prescribed notification letter are satisfied, and upon review of the format of the application documents.
The approval process for the establishment of Chinese-funded companies in Pudong takes 4.5 work days on average.
