Dalian Lushunkou City Economic Development Zone

Dalian Lushunkou City Economic Development Zone, located on the northern part of Liaodong Peninsula, was approved by the State Council to be a state-level economic development zone in November 2013.

In recent years, Lushunkou City Economic Development Zone made achievements based on the development ideas of innovation, coordination, ecology, open optimization of industrial structure, and pushing city construction. In 2016, the revenue was 103 million yuan ($15 million), the per gross domestic product was 11.15 billion yuan ($1.6 billion), and the fixed asset investment was 487 million yuan ($70.7 million), leading to a strong beginning of the 13th Five-Year Plan.

Green industry integration has been the highlight of Lushunkou City Economic Development Zone.

To date, Lushunkou City Economic Development Zone has shaped the shipbuilding industry cluster centers of Dalian Cosco KHI Ship Engineering and Dalian Jingang Shipping, rail transport industry cluster centers of CRRC Dalian and CRRC Dalian R&D, and port and shipping logistics industry cluster centers in the Dalian Shida Logistics Park.

In 2016, the production value of the 18 leading enterprises in Lushunkou City Economic Development Zone exceeded 100 million yuan ($14.5 million), the production value of Dalian Jingang Shipping and Dalian Cosco KHI Ship Engineering exceeded 2 billion yuan ($290 million).

Scientific and technological innovation adds power to economic development.

In recent years, Lushunkou City Economic Development Zone has implemented innovation actuation theories to shape a scientific and technological innovation system based on colleges, universities, and scientific research institutions, oriented by the market, surrounded by shipbuilding, rail transport, high-end equipment manufacturing, ports, and shipping industries.

Lushunkou City Economic Development Zone already has six state-level research institutions, three province-level research institutions, seven city-level research institutions, sixteen high-end enterprises, with the total production value of 3.3 billion yuan ($487.3 million) and accounts for 22.1 percent of total industry production value. The scientific research power and scientific technology capability are gradually increasing.  

City and industry integration supports new development at Lushunkou City Economic Development Zone.

Lushunkou City Economic Development Zone has invested 12 billion yuan ($1.7 billion) in infrastructure construction and the planning area of the economic development area expanded to 88 square kilometers. It has already built a rail transport park, shipping manufacturing park, port and shipping logistics park, processing and manufacturing park, and three living areas. 

The transport network in Lushunkou City Economic Development Zone has been built to connect the NE Economic Area, Bohai Sea Economic Area, NC Economic Area, and Yangtze River Delta Economic Area. And it also implemented ecological ideas to built seven parks, with the greening rate of forest and public green space reaching 36 percent. Tourism projects for living, health care, recreation, fitness, and catering has attracted many visitors.

Improve livelihoods to create happiness and satisfaction. 

Lushunkou City Economic Development Zone invested 4.3 billion yuan ($623.38 million) in shanty town renovation, and established a property management company to provide 24-hour security, cleaning, maintenance services. Also, 300 million yuan ($43.49 million) was invested in building a modern education system.

Transformation and upgrades help economic development zone in Lushunkou build a modern city.

There are four goals for the economic development zone in Lushunkou to achieve. The economic development zone will try to build a high-end equipment manufacturing gathered area. In the next five years, it will become a rail transport equipment manufacturing industry base with more than 30 billion yuan ($4.4 billion) in annual sales, a modern shipbuilding industry base with more than 20 billion yuan ($2.9 billion) in annual sales, an equipment manufacturing industry base with over 20 billion yuan ($2.9 billion) in annual sales, and it will be major park for the high-end equipment manufacturing industry in Liaoning province.

The economic development zone will become a cluster for service industries centered on port and shipping logistics, industrial design, e-commerce, and leisure tourism as well as headquarters for economic factors connecting the NE Economic Area, Bohai Sea Economic Area, NC Economic Area, and Yangtze River Delta Economic Area. 

The economic development zone will be an independent innovation park, and will strive and push for innovative and venture-based construction. 

To build a harmonious and happy new economic development zone. It will align with the modern city standard to expand the city space, complete the public service system, accelerate schools, hospitals, recreation centers, and public fitness areas.
