Binzhou University is located in Binzhou city, the hometown of the military strategist Sun Tzu during the Spring and Autumn Period (770-475 BC). Its predecessor was a normal school founded in 1954. In 2004, the normal school was transformed into the Binzhou University under the approval of the Ministry of Education.

The university now covers a combined floor area of 613,700 square meters, with the total value of its fixed assets reaching 1.54 billion yuan ($223.2 million). It has 21 laboratories, two of which are provincial experimental teaching demonstration centers. The library at the university has a collection of 1.76 million paper books and 1.12 million electronic ones.

By April 2019, the school had 19 schools and departments, offering 60 majors for postgraduates and 29 for junior college students.

Being the country's first local undergraduate college to train pilots, the university has a good reputation due to its strong aviation specialty. It has 35 teaching experiment and training platforms, including the teaching and training platform for Boeing 737-300 aircrafts, a flight simulation laboratory, an air traffic management laboratory, and a maintenance training center for civil aircraft specified by CCAR (Chinese Civil Aviation Regulations) Part-147, which is used to manage institutions training maintenance personnel.

It is also the testing center for civil aviation pilots' licenses, and civil aviation maintenance personnel licenses based on the CCAR Part-66, which stipulates in detail how maintenance personnel can get the relevant licenses. By now, the university has sent more than 4,000 pilots, maintenance men, controllers and flight stewards to more than 20 airlines.

As well, the four majors of the university – flight, chemical engineering, biotechnology and computers – were selected as the Shandong province's high-level applied majors.

The university attaches importance to scientific research. It established one national and five provincial-level bases for science education, 12 laboratories at ministerial or provincial level, seven provincial key laboratories in university, and 30 innovative platforms at city or department level.

In recent years, it has undertaken 67 State-level projects and 496 at ministerial or provincial level, winning 56 awards for scientific research achievements at or above ministerial and provincial levels. A total of 742 papers from the university have been included in the Science Citation Index (SCI), the Social Science Citation Index (SSCI) and the Engineering Index (EI), while 90 made the Chinese Social Sciences Citation Index (CSSCI).

The university also has been promoting its cooperation and communication with other countries around the world over the past few years. It has reached cooperation agreements with 45 universities and colleges in the United States, Britain, France, Canada and Australia.
