The cemetery is situated in the historical site of the Panshan Base of the Chinese People’s War of Resistance Against Japanese Aggression (1931-45). Established by the Communist Party of China, it is to commemorate the martyrs who fell during battles in this region against Japanese puppet armies, approximately between 1938 and 1945.

Panshan is located on the southern foothills of the Yanshan Mountains, in the area where Beijing, Tianjin, Tangshan and Chengde meet. It features both mountainous terrain and plains, allowing for offensive and defensive maneuvers. Its natural defenses made it ideal for guerrilla warfare.

After the September 18th Incident in 1931, Japanese imperialist army used Panshan as a forward position to invade eastern Hebei and further occupy northern China. The establishment of the Panshan Base of the Chinese People’s War of Resistance Against Japanese Aggression caused great panic among them. From May 1940 to August 1944, the Japanese puppet troops conducted a frenzied “strengthening of public security” campaign against the Panshan Base, with constant “encirclements” and “sweeps”. Under the leadership of Bao Sen (1911-42), the deputy commander of the Eastern Hebei Military Region, the guerrillas successively achieved victories in dozens of battles, including Baicaowa, Shikushu, Zhangyantai, Guoheyan, and Hongshuizhuang. During the war, the military and civilian forces of the Panshan Base made enormous sacrifices to secure the final victory of the War of Resistance against Japanese Aggression, with more than 20,000 outstanding Chinese people giving their precious lives.

Panshan Martyrs' Cemetery, completed in 1957, is to remember their heroic deeds forever.

Panshan Martyrs’ Cementry has such key structures as the Martyrs Monument, the Martyrs' Cemetery Area, and the Martyrs Memorial Hall.
