Citizens from 183 countries with diplomatic relations with China, holding ordinary passports, can travel to Hainan and stay for 144-hours visa-free after arriving in Hong Kong or Macao. This is contingent upon joining a group of at least two people, organized by travel agencies legally registered in the two SARs.
Upon arrival in Hainan province, international tourists can travel around the entire province, with entry and exit through all open ports in Hainan. Their entry and exit should both be as part of a group, with a stay not exceeding 144 hours.
If the travel agency declares in advance, foreign tourists can go through customs quickly and conveniently upon entry. The Hainan border inspection authorities provide them exemption from passport stamping upon entry and exit and from filling out arrival cards.
