China advances 15-minute neighborhood construction

China will fully advance the construction of 15-minute neighborhoods, where residents could complete their daily activities within 15 minutes of walk, in the next three years as part of the country's efforts to restore and expand consumption, according to the Ministry of Commerce on Wednesday.

By 2025, the building of 15-minute neighborhoods of various types will be fully promoted in cities at and above the prefecture level where conditions are ripe, according to a three-year action plan from 2023 to 2025 jointly issued by the ministry and 12 other departments.

Efforts will be made to identify the urgent needs of local residents and shore up the weak links, to build neighborhoods in which most daily necessities and services, such as shopping, catering, housekeeping, courier and maintenance can be easily reached by a 15-minute walk, the plan said.

On top of meeting people's essential needs, trading-up services including leisure, healthcare and fitness will be provided in light of the local conditions in such neighborhoods, it added.

Overall resident satisfaction rate towards the 15-minute neighborhoods will stand at 90 percent or higher by 2025, and the neighborhoods will play a bigger role in restoring and expanding consumption, the plan said.

The usage of Internet of Things, cloud computing, big data, artificial intelligence and other technologies will be encouraged to promote the digitization of supply chain, improve service quality and management efficiency, and reduce overall costs, according to the plan.
