Two sessions: Suggestions and proposals from auto entrepreneurs

Editor's note: The annual sessions of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference, also known as the two sessions, are underway in Beijing. Automobile entrepreneurs who are serving as NPC deputies or CPPCC members have offered suggestions and brought forth several proposals.

Speed up tech breakthroughs: Chery chairman

Yin Tongyue, chairman of Chery Automobile, suggested country adhere to intelligent and technological innovation and actively explore the innovation mode of "going global" for Chinese automakers, and take practical action to help the industry grow bigger and stronger.

Yin also said the globalization of China's automobiles is not only the globalization of the market, but also a globalization with the integration of talent, technology, supply chains and culture.

As for Chinese brands going global, Yin suggested cooperating with overseas partners and deeply integrating into the global industrial chain, as well as contributing to the economic and social development of overseas countries.

Intelligent vehicles key: President of GAC Group

Feng Xingya, president of GAC Group and an NPC deputy, suggested formulating specific laws on the commercial operation of autonomous vehicles. Feng suggested affirming autonomous vehicles at a legal level, clarifying special rules for the commercial operation of autonomous vehicles.

Various responsibilities under the commercial operation of autonomous vehicles should be prioritized to provide predictable behavioral guidance for the commercial practice of enterprises of intelligent connected automobiles, he said.

The development of intelligent driving vehicles is of great strategic significance for industrial transformation and upgrade, Feng said.

He also suggested opening up test areas for highways and expressways, supporting pilot cities for test runs and improving the construction of supporting elements in the process of road tests.

Carbon credit management vital: Geely Holding Group chairman

Li Shufu, founder and chairman of domestic automaker Zhejiang Geely Holding Group and a CPPCC member, proposed improving the management and operation mechanism of the carbon market and expanding the coverage of enterprises participating in the national carbon market.

According to Li, the market demand for new energy commercial vehicles is increasing; however, the unclear technological path has hindered its low-carbon transformation. Therefore, he proposed introducing commercial vehicle carbon credit management measures in the whole life cycle to accelerate the upgrading of commercial vehicles.

Encourage pilot autonomous driving insurance: Xpeng CEO

Xpeng CEO He Xiaopeng, also an NPC deputy, suggested speeding up legislation related to autonomous vehicles, clarifying legal requirements, product access requirements, accident recognition boundaries and product liability for autonomous driving system operation and improving the formulation of relevant standards such as network security, data security, functional safety and expected functional safety for autonomous driving systems.

He also suggested formulating plans for autonomous vehicle insurance, encouraging some regions to take the lead in carrying out innovations in autonomous driving insurance and encouraging autonomous vehicle enterprises to participate in insurance innovation.

Improve data security management: chairman and CEO of Xiaomi

Lei Jun, founder, chairman and CEO of Xiaomi and an NPC deputy, said as the country has issued a number of recommended national standards for auto-related data security, the standards cannot cover the whole business fields of research, production, supply and marketing.

He suggested competent authorities take the lead in defining the classification rules of automobile data, and speed up the development of data security standards focusing on automobile and data life cycles.

Lei also suggested establishing a data security certification system for intelligent connected vehicles, as well as a data security rating and publicity system, to enhance the transparency and credibility of the industry.
