The Ministry of Justice issued a work plan detailing a national campaign in a bid to boost rural revitalization via law-based rural construction.

The plan included specific measures to benefit the persons with disabilities through the full-coverage of public legal services and strengthening legal aid.

As stated in the plan, the public legal service network will be built to cover all rural areas so as to make it accessible to the disabled in a convenient way. Work will be done to enhance service platforms' accessibility to meet their legal service needs based on the groups' actual situation.

The plan stresses to accelerate the informatization construction of the public legal services and establish cloud-based public legal service centers, legal service robots and cloud-based law firms, in order to make online litigation and legal consultancy available to the special groups such as the disabled.

The plan emphasized securing high-quality legal aid to special groups such as the disabled. It also seeks to explore exemption from examination of financial difficulties in applying legal aid for special groups such as the rural elderly, bereaved parents, the empty-nest elderly, left-behind children and women, and the severely disabled. Green channels will also be opened on public legal service platforms to prioritize work related to special groups.
