HK, Macao and Taiwan professionals can file for practice in Hainan

China's island province Hainan issued special measures recently to allow professionals who come from Hong Kong, Macao and Taiwan and have met certain requirements to file for practice on the island.

The Administrative Measures on the Practice of Professionals from Hong Kong, Macao and Taiwan in the China (Hainan) Free Trade Pilot Zone and Hainan Pilot Free Trade Port validates on April 15.

The requirements include the following:

1. Compliance with China's laws and regulations;

2. Practice qualifications in finance, construction, planning, patent agency and other industries;

3. Personal promise of no record of violations of laws and regulations in past three years, and good personal credit.

According to the measures, professionals from Hong Kong, Macao and Taiwan must register at related departments of Hainan before they work as an employee in a firm or an enterprise in accordance with guidelines of the relevant departments ; they are also entitled to open an office to serve enterprises in Hainan in compliance with the laws and regulations.

Hainan provincial departments of finance, architecture, urban planning and patent agency will formulate corresponding guidelines to conduct industry supervision and management of the professional talents.

The measures also clarifies that if professionals violate the laws and regulations in China or have bad behaviors in terms of performance and integrity during their practice in Hainan, relevant departments of Hainan province will deal with violation cases in accordance with the law.
