Currently, the battle against the novel coronavirus has entered critical phase. In order to implement the instructions given by central CPC committee and CPC Qingdao Municipal Committee, Qingdao Municipal Government, to fully support local enterprises in combating epidemic, securing business and stabilizing development, to ensure sufficient supply of important daily necessities and maintain social stability, to help guide local enterprises to resume work and production smoothly and orderly, Shinan District Service Group for Enterprise's Resumption of Work and Production has compiled Guidance for Enterprises Located in Shinan District to Resume Work and Production (Trail Edition)according to instructions aiming to prevent and control epidemic and tailored to realities in Shinan District, based on Guidance Manual for Qingdao Private Enterprises and SMEs to Resume Work and Production (Trail Edition)

The Guidance serves as a reference for Shinan District enterprises to resume work and production and to establish a epidemic prevention and control mechanism. During its implementation, enterprises should attach importance to both epidemic prevention and daily production, evaluation current situation from a scientific perspective, spare no effort to complete three missions without delay, to get three major aspects checked on daily base, to fulfill the enterprise's and individual's responsibility in terms of epidemic prevention and control while resuming work and production.

·The following three pieces of work must be done without delay

1. Keep record of the resumption of work and production during the combat against the coronavirus, including time of resumption, number of employees returning to work and preventive measures taken.

2. Optimize epidemic prevention and control system. People in charge of the enterprises resuming work and production should establish a prevention and control system, for example, forming a leading group, dividing responsibility, implementing daily investigation and report mechanism, ensuring logistic supply and being well prepared for any emergency.  A check point should be set at each entrance with personal on duty for 24 hours a day. The number of business negotiation and visit should be minimized while eliminating assemblies and meetings.

3. Formulate a contingency plan with a unified command and quick reaction mechanism, ensuring emergency duty, timely report, resource allocation and personnel mobilization. Suspected cases must be sent to quarantine room once detected before asking local epidemic prevention and control institutes for help. Should the cases be confirmed, all close contacts would have to be quarantined for 14 days.

·The following three aspects must be checked

1.Health condition of returning workers. Files keeping track of the health condition of each and every employees returning to work should be set up, recording health and transport information of not just the employees but also their family. Workers returning from major outbreak regions outside Shandong province, together with those in touch with suspected cases, should be quarantined before resuming work.

2. Protective materials and staffing. Special personnel should be on duty for epidemic prevention and control. Body temperature checking points should be in place while facial masks, protective gloves, thermometers, disinfectants and hand sanitizers being provided. Provisional quarantine room could also be set if possible.

3. Security and controlling measures. Commercial enterprises should also take care of the customers while protecting themselves. Eye-catching signals should be posted at entrances. Only when one passes body temperature and facial mask check could he or she be let in. Those having fever or coughing should be recorded and reported to local epidemic prevention and control institutes. Ventilation must be enhanced while central air-conditioning system must be banned. All business premises including elevator must be regularly disinfected.

·Three daily tasks

1. Daily disinfecting. Offices, especially regions with high population density, must be carefully and thoroughly disinfected and well ventilated before resuming work and production. Maintain a clean and healthy working environment after returning to work and disinfect office regions at least once a day.

2. Daily body temperature measurement. Take and record staff's body temperature every day with special personnel in charge. Try to avoid using canteen where large number of people gather by ordering box lunch.

3.Careful arrangement of daily work. Enterprises in paucity of human resource should resort to on-line recruitment. Employment of people from severely hit regions is not allowed, nor is business trip to those regions before the emergency response terminates. Carefully arrange daily production and purchasing plans while minimizing all risks.

·Three responsibilities

1. Strengthen enterprise's main responsibility.  Enterprise and the person in charge should shoulder main responsibility and first responsibility respectively and ensure the implementation and oversight of all designated work in effort to prevent and control the spreading of coronavirus. 24-hour duty, daily leadership shift and daily inspection should be in place. Secure a smooth information channel and timely report of important situations.

2. Fulfill staff's self-protective responsibility. Each employer should sign a commitment in terms of epidemic prevention and control with the enterprise, promising a careful self protection including wearing mask to work, washing hands frequently, no spitting, no littering, reclining and centrally disposing wasted masks and so on. Arrange rational duty shift without too many people on duty at the same time while encouraging on-line meeting and home-based working.

3. Enterprise is encouraged to shoulder operation responsibility. Enterprises are advised to learn, pay attention to and take advantage of related policies released by the government to support their healthy and stable development, solving the problems brought by resuming work and production by stabilizing staff team, reducing burden and gaining financial assistance.
