The All-China Women's Federation (ACWF) was founded on April 3, 1949. It is a mass organization that unites Chinese women of all ethnic groups and from all walks of life, and strives for their liberation and development. The mission of ACWF is to represent and uphold women's rights and interests, and to promote equality between women and men.
ACWF practices an organizational system combined of national, local and community-level women's federations and group members. The highest power organ of ACWF is the National Women's Congress and the Executive Committee of ACWF that is elected at the Congress. The National Women's Congress is convened once every five years.
Altogether ACWF has 933,000 local federations, 73,000 cadres, and 1.25 million group members at all levels. ACWF has established 670,000 women's homes in China's countryside, communities and other places where women dominate.
To unite and mobilize women to endeavor to advance China's reform, opening-up, and all-around economic, political, cultural, social and ecological progress, and play a positive role in the great practice of socialism with Chinese characteristics.
To represent women in democratic decision-making, administration and oversight of state and social affairs, participate in developing relevant laws, regulations and rules, and policies, take part in social management and public services, and promote the implementation of laws and policies protecting women's rights and interests and national program for the development of women and children.
To safeguard the legitimate rights and interests of women and children, through, inter alia, listening to their voices and making their voices been heard, making appropriate recommendations to the state organs at all levels, requesting and helping government departments and institutions concerned to investigate into and deal with any act against the rights and interests of women and children, and providing assistance to the victimized women and children.
To further advocate among women to observe the core socialist values, develop the spirits of self-respect, self-confidence, self-reliance and self-improvement, and enhance the comprehensive quality to realize overall development. To advocate Marxist concept on women, promote the implementation of the basic state policy of equality between women and men, and create a favorable social environment for women's overall development. To set examples of and honor women models for their outstanding achievements, and cultivate and recommend talented women.
To care about women's working and living conditions, widen service channels, build service centers, develop public services and facilities, expand the contingent of women volunteers, and promote the construction of women's home. To strengthen the contacts with other women's social organizations as well as all sectors of the society, mobilize and coordinate all social forces to provide services for women, children and families.
To consolidate and enhance solidarity of women of all ethnic groups and from all walks of life. To strengthen ties with women and women's organizations in Hong Kong Special Administrative Region (HKSAR), Macao Special Administrative Region (MCSAR) and Taiwan, and with overseas Chinese women and women's groups, and promote the peaceful reunification of the motherland.
To actively conduct friendly exchanges with women and women's organizations around the world, deepen understanding, enhance friendship, promote cooperation, and make contributions to the maintenance of world peace.
