The fourth session of the 15th Guangzhou People's Congress opened on Jan 15. Wen Guohui, mayor of Guangzhou city, delivered the 2019 government work report.
GDP in Guangzhou was predicted to reach 2.3 trillion yuan ($334.03 billion) last year. General public budget revenue climbed to 163.23 billion yuan, increasing by 9.9 percent. The number of high-tech enterprises has exceeded 10,000, and the per capita disposable income of both urban and rural residents grew by 8 and 10 percent.
The total retail sales of consumer goods in 2018 hit 924 billion yuan, with a year-on-year growth rate of 7.5 percent, among which retail sales in online stores increased by 15 percent. The total volume of foreign trade was 982.9 billion yuan, an increase of 1.2 percent.

The added value of emerging industries increased by 7 percent, including 10.4 percent for smart equipment and robots, 9.1 percent for next-generation information technology and 9 percent for rail transit. The added value of the advanced manufacturing and high-tech manufacturing industries accounted for 59.7 and 12.8 percent respectively for above-scale industries. The added value of the modern service industry increased by 6.7 percent, an increase of 0.4 percent year-on-year, of which the information service industry grew by more than 25 percent, tourism revenue increased 11 percent, and 10 new companies were listed.
Key completed projects represented an investment of 281.28 billion yuan, which has led to an increase of 8 percent in fixed asset investment. Investment in the high-tech manufacturing industry was 1.5 times higher, and industrial investment was increased by 50 percent. There were 5,376 new foreign direct investment enterprises, a 1.2-fold increase, and 301 of the Fortune 500 enterprises invested in Guangzhou in 2018. The actual use of foreign capital was $6.7 billion, an increase of 6.5 percent, of which the actual utilization of foreign investment in manufacturing increased by 2.26 times.

The report also pointed out major goals for 2019. The city expects the growth of GDP to reach about 6-6.5 percent, the fixed assets investment to increase by about 8 percent, total retail sales of social consumer goods to increase by about 7 percent, and the total value of foreign trade to increase by about 3 percent.
The added value of the advanced manufacturing industry will account for about 68 percent of the manufacturing industry above designated size, the added value of modern service industry will account for about 68 percent of the service industry, the research and development expenditure will account for 2.8 percent of the regional GDP, and the local general public budget revenue will increase by 5 percent. The increase in consumer prices for urban residents will be controlled at around 3 percent, and the urban registered unemployment rate will be controlled to within 3.5 percent.
Guangzhou will put efforts into the following key aspects in 2019:
Promote the construction of the Guangdong-Hong Kong- Macao Greater Bay Area
Build a science and technology innovation corridor across Guangzhou, Shenzhen, Hong Kong, and Macao; build the Hong Kong University of Science and Technology (Guangzhou campus); build the Youth Innovation and Entrepreneurship Base in the Greater Bay Area; and promote the construction of the Shenzhen-Maoming Railway, the Nansha Port Railway, and the Guangzhou-Zhongshan-Zhuhai high-speed railway.
Promote scientific and technological innovation planning
Guangzhou will establish and improve its basic scientific research support system and participate in the research and development of major national and provincial science and technology projects. It will accelerate the construction of the national advanced polymer materials industry innovation center, and establish 3 to 5 national industrial innovation centers, enterprise technology centers, national joint engineering laboratories and provincial engineering laboratories. It will also accelerate the construction of the South China (Guangzhou) Technology Transfer Center, nurture several new industrial clusters valued at a high level (hundreds of billions), and promote the R&D and commercialization of 5G technology.
Promote the construction of an ecological civilization
The city will construct 17 sewage treatment plants, and improve bus electrification and its supporting facilities. It will create 600 living garbage classification model residential communities (communities) and promote the construction of waste recycling systems. It will implement major road and bridge greening renovation projects, and improve urban parks, forest park landscapes and service facilities.
Strengthen livelihood security and social governance innovation
Guangzhou plans to increase the number of employed people by 200,000, focusing on the employment of university graduates, migrant workers and veterans. Kindergartens in the city will admit 38,000 children, and 10 high schools will be identified as municipal demonstration schools. The city will establish a modern hospital management system, promote the construction of high-level hospitals and clinical key specialties, improve the service capacity of general practitioners, and improve the standardization of family doctor contract services.
