Review of work in 2018
In 2018, the total GDP of Zhanjiang city exceeded 300 billion yuan ($43.57 billion), which is next expected to reach 301.2 billion yuan, an increase of 6 percent. The industrial added value of the realized regulations hit 77 billion yuan, an increase of 5.2 percent. The fixed assets investment totaled 126 billion yuan, an increase of 12.8 percent. The total retail sales of consumer goods reached 169 billion yuan, an increase of 10.2 percent. The total import and export volume was 37.7 billion yuan, an increase of 9 percent. The per capita disposable income of residents was 21,170 yuan, an increase of 8 percent. Zhanjiang's total fiscal revenue was 67.83 billion yuan, an increase of 16.2 percent. The general public budget revenue was 12.2 billion yuan, a year-on-year increase of 15.4 percent, of which tax revenue represented 9.03 billion yuan, an increase of 19.6 percent.
Investment in key projects in Zhanjiang city totaled 42 billion yuan, of which 38 billion yuan was invested in key provincial projects, ranking first in the eastern, western and northern regions of Guangdong province. The three major industries of steel, petrochemicals and papermaking have achieved an industrial output value of 110 billion yuan. The total industrial output value of the industrial parks was 99.8 billion yuan, an increase of 12 percent. The tax revenue was 20 billion yuan, an increase of 12.8 percent. The number of tourists received increased by 18.9 percent to 51.72 million, and the tourism income increased by 21.3 percent to 51.12 billion yuan. The number of patent applications hit 5,794, an increase of 20.6 percent, and the patent authorization was 4,441, an increase of 71.8 percent. The total industrial output value of high-tech industries exceeded 70 billion yuan, an increase of 15 percent.

Plans and objectives for 2019
The growth of Zhanjiang's regional GDP is expected to reach about 7 percent, the industrial added value will increase by 7 percent, the fixed asset investment will increase by 12 percent, the total retail sales of social consumer goods will increase by about 10 percent, and the actual utilization of foreign capital by 3.5 percent. The general public budget revenue increased by 8 percent, per capita disposable income of residents will increase by 7 percent, consumer price increase will be controlled within 3 percent, and urban registered unemployment rate will be controlled below 3.5 percent.
In 2019, Zhanjiang will implement 60 transportation projects and spend 21 billion yuan to promote airport upgrading, high-speed rail, high-speed network formation, peninsula development, and port clusters. The city will accelerate the construction of a modern rapid three-dimensional transportation system.
The city will build a modern industrial system and strengthen the development of the modern coastal economic belt. A total of 242 key projects will be implemented, with a planned investment of 46 billion yuan and an increase of 10 percent. It will accelerate the establishment of a world-class green high-end port industry cluster, implement 17 major port-oriented industrial projects, and complete an investment of 17.71 billion yuan. Efforts will also be made to build a national high-tech zone and a demonstration zone for marine economic development, cultivating high-tech industries such as biomedicine and new materials.
In addition, Zhanjiang will focus on ten practical projects for the people's livelihoods. The projects include admitting more children and compulsory students, increasing the minimum living allowance for urban and rural subsistence payments, improving the basic pension for urban and rural residents' pension insurance; increasing per capita basic public health service funding, completing the Xiashan water purification plant expansion and upgrading, renovating 41 town-level landfills, constructing rural roads, upgrading and renovating the city’s cultural center, building 42 urban public toilets, and promoting the comprehensive management of city traffic.
