Informatization contributes to security

Judicial agencies and department at all levels in China have strengthened the construction of intelligentization and have adopted black technology into enforcement for reasons of public security.

According to the Tianjin Public Security Bureau, the network of its command center is connected to high-definition cameras at the main public spaces, through which police are able to learn the real-time situation and respond immediately to the emergency.

Zhou Xuezhi, deputy director of the Tianjin Public Security Bureau’s command center, said the public security departments have arrested a total of 1,620 suspects through the system in 2018.

Smart devices for face recognition, vehicle identification and intelligence entrance guard systems have also been used for public supervisions and to maintain safety in Tianjin’s neighborhoods.

According to Shang Qinghua, deputydirector of the population management department at the Tianjin Public Security Bureau, to date 100 demonstration communities have been equipped with intelligent devices and the number of police blotters decreased by 42 percent in these neighborhoods in 2018.

In addition, Tianjin police had made full use of information technology in recognizing potential victims of fraud. According to the anti-fraud center at the Tianjin Public Security Bureau, the center stopped people from being swindled 62,000 times, saving 1.15 billion yuan ($170 million) in 2018.

Meanwhile, several wire fraud gangs were arrested through big data research.

The growing use of the internet and smart devices in maintaining safety in Tianjin is just an example of informatization’s public security role in China.

Public security and justice departments in all provincial regions have been innovative in investigating, passing judgment and exercising authority.

Big data, the Internet of Things (IoT) and artificial intelligence have been gradually adopted into judicial enforcement and intelligent tools such as cloud search platforms, tracing devices and electric fences have also installed to support the crackdown on crime.

For instance, a module of “big data plus anti-crime campaign” was adopted by the police in Xiamen, Fujian province. It establishes a sharing database of gang-related crimes for all police stations and related departments.

Public security agencies in Wuhan, Hubei province, have also launched a platform to identify gangs, issue alerts about gang-related activities and regulate enforcement of such cases.
Shanghai police integrate a Location Based Service (LBS) and big data technology to support supervision of densely populated places, which guarantees orderly and safe events.

As China has one of the world’s largest numbers of high-rise buildings, fire prevention in them has become a concern in recent years.

Smart equipment like a IoT fire control system, air monitoring and alarms and an intelligent positioning system play a key role in fire prevention.

Thanks to the intelligent fire alarm system, no fire disasters have occurred in more than 3,500 high-rises in Shanghai.

Prevention of serious traffic accidents also relies on advanced technologies. A road traffic safety management platform was launched in Guizhou province, through which speeding, illegal parking and driving while fatigued are automatically alarmed.

Informatization is becoming more and more important in safeguarding public security in all aspects of life. All judicial and public security departments in China are continuing to work on innovating judicial enforcement through adopting smart devices and using the internet to ensure the country’s sound and stable development.
