Established in June 2014, Dalian Jinpu New Area was the 10th national-level new district in China and the first in Northeast China. With a total area of 2,299 square kilometers, it has the largest land area among the 19 national new districts, and a permanent population of 1.61 million.

Dalian Jinpu New Area lies at the geographic center of Northeast Asia. Located in the vast area of land of Northeast China and bordering the vast Yellow Sea and the Bohai Sea, it is the sea and air gateway for Northeast China to the world, and an important hub for economic and trade exchanges and open cooperation with Northeast Asian countries. It has also played an important and irreplaceable role in the implementation of the revitalization strategy of old industrial bases in Northeast China and the Belt and Road Initiative.

Strategic positioning

The strategic positioning of Dalian Jinpu New Area is to develop into China's strategic highland for opening up and cooperation in Northeast Asia, an important growth pole leading the comprehensive revitalization of Northeast China, a pilot area for the transformation of old industrial bases, a demonstration zone for institutional mechanisms innovation and independent innovation, and a pioneer zone for new-type urbanization and urban-rural development.

Development Advantages

1. A fully functional highland opening to the outside world

Dalian Jinpu New Area is an important and dynamic opening-up window to the outside world in North China. It is the cradle of reform and opening up in Dalian, and even in Liaoning Province and Northeast China. On October 15, 1984, construction of the Dalian Economic and Technological Development Zone, known as the "first development zone in China", began as a prelude to the reform and opening up of Northeast China. Since then, more economic development zones and parks have been built in the city, namely the Dalian High-tech Zone, Dalian Bonded Area, Jinshitan National Tourism Resort, the Dalian Export Processing Zone, the Dalian Bonded Logistics Park, and the Dalian Bonded Port, making the new area the most dynamic region with the largest number and the most comprehensive functions of national-level functional zones in China.

2. A modern industrial base with concentrated advantages

Dalian Jinpu New Area houses more than 50,000 companies of various categories, including over 5,000 foreign ones, and has introduced nearly 100 projects invested by more than 60 Fortune 500 companies from nearly 70 countries and regions in the world, such as Intel, Pfizer, Volkswagen, and Canon. The new area has formed many industrial clusters focused on equipment manufacturing, petrochemical engineering, electronic information, finished vehicles and parts, and port and aviation logistics. An industry-led modern industrial system has been established in the new area, supplemented by emerging industries such as general aviation and new materials as well as modern service industries like finance, tourism, and logistics.

3. An important transportation hub that extends in all directions

Located in the geographic center of Northeast Asia and a key area of the Yellow River Delta and Bohai Economic Circle, Dalian Jinpu New Area is the core shipping functional area in Dalian. It has built modern professional berths for 100,000-ton containers and 300,000-ton crude oil and ore vessels, and for Ro-Ro ships for grain and auto transport. It has 39 deep-water berths of 10,000 tons or above, and has developed trade with more than 300 ports in over 160 countries and regions, undertaking more than 70 percent of cargo transportation and 90 percent of container transportation of foreign trade in Northeast China and handling 337 million tons of cargo and 9.301 million TEUs each year.

The new area is also adjacent to Dalian Zhoushuizi International Airport which has 22 international routes and 158 domestic routes and an annual passenger throughput of 14.15 million. In addition, Dalian Jinzhouwan International Airport is speeding up construction, and is expected to transport more than 30 million passengers entering and leaving the port each year. Highways and railways between Shenyang, Dandong and Dalian intersect here. The Jinpu Intercity Railway and the Bohai Costal Highway are about to open to traffic, which will facilitate convenient transportation in the new area. The Dalian Bay undersea tunnel project, which will start soon, will open up a new express channel connecting the main city of Dalian and Jinpu New Area by means of a "bridge and tunnel combination".

4. A fertile ground for cultural integration

As a city with a history of more than 2,000 years, the new area has the most development potential and greatest vitality in Northeast China. Since the reform and opening up, Chinese and foreign companies started cooperation and businesses here, bringing in different cultures and boosting cultural exchanges. Openness, tolerance, inclusiveness, and integration have become the regional cultural characteristics of Jinpu New Area.

Supporting facilities including the American International School, the Japanese School of Dalian, the Maple Leaf International School, a library, and a theater have been established to enable Chinese and foreign students to receive high-quality primary and secondary education, which is conducive to the promotion of Chinese and western cultures. The core cultural concepts of creative thinking, respect for enterprises and entrepreneurs, innovation, and tolerance of failure have been rooted in the hearts of people in the new area and have been transformed into pioneering and innovative responsibilities.
