Shandong University of Arts was jointly founded by the Shandong Provincial Government and the Ministry of Culture and Tourism in 1958.

The university has two campuses, covering a combined floor area of almost 370,000 square meters and with fixed assets valued at about 1 billion yuan ($145 million).

The university has 15 schools and departments, offering 31 majors for bachelor degrees and six majors for vocational degrees. Three of the majors are State-level characteristic ones (painting, management of public services, and artistic design), and six are provincial-level brand and characteristic ones (painting, management of public services, artistic design, performance, musicology, and radio and television editing). It also hosts five master's degree programs for first-rank disciplines related to art.

In order to inherit, protect and study the Qilu traditional culture, the university established several museums and exhibition halls, such as the Shandong Han Dynasty (206 BC-220 AD) Stone Portraits Museum and the Shandong Folk Paper-cut Art Gallery, collecting more than 190 Han Dynasty stone and brick portraits, over 4,000 paper cuttings, Peking Opera costumes, props and scripts, and more than 200 pieces of Lu brocade, a traditional jacquard silk craft.

Since its establishment, the university has won more than 300 awards at or above the ministerial and provincial level. It also managed to finish performances for the 2010 World Expo in Shanghai, the 2014 APEC summit in Beijing, the APEC meeting in Peru, the gala to celebrate the 45th anniversary of the establishment of diplomatic relations at ambassadorial level between China and the United Kingdom, and the 2019 China Central Television (CCTV) Spring Festival Gala.

The university continues to promote the internationalization of its education branding. To date, it has reached cooperation with 28 universities and colleges in Australia, the United States, France, Russia, South Korea and Japan.
