In 2016, Shenyang became a key city in Liaoning's free trade zone, and its cross-border e-commerce import direct purchase and customs service platform was launched. The city also became a national service outsourcing demonstration city. The total value of imports and exports in 2016 was $11.33 billion, down 19.3 percent over the previous year. 

Shenyang now has more than 200 e-commerce platforms selling everything, including products for agriculture, industry, and pets. Large e-commerce companies, including Alibaba, are now eying the Shenyang market and plan to set up their own branches there. 

In the future, Shenyang plans to attract well-known e-commerce platforms to settle there, actively develop cross-border e-commerce businesses, and promote their development. It will also accelerate construction of Yuhong and Hunnan cross-border e-commerce parks. 

By 2020, Shenyang aims to be a model city with the largest volume of e-commerce transactions in northeastern China bolstered by a strong supporting system.
