Jiangsu maps out development goals for 2019

Better housing security

Jiangsu will work for better housing security, solving the housing problem for middle-and-low income urban residents and new citizens.

A major renovation project in 620 villages in northern Jiangsu, where the economy is less developed than in the south, will start in 2019 along with the construction of public service facilities. It is expected that 300,000 rural families will see improvements in their housing conditions.

In addition, 300 old communities will see comprehensive arrangements, and elevators will be added to some multistory residential buildings.

Raising residents’ medicare subsidies standards

Improving medical care is listed as the first of this year’s 10 improvements to people's lives.

Off-site medical settlement was further developed and the universal basic health care system was further improved in 2018, with 309 medicines were covered by the public medical insurance system, including 17 new cancer drugs.

The per person payment standard for basic public health services will increase by 10 yuan over that of 2018 and the per capita basic medical insurance subsidy for urban and rural residents will climb to 550 yuan.

Promoting balanced education development

A total of 300 kindergartens, 350 compulsory education schools and 30 regular high schools will be built or rebuilt in 2019, and after-school services will be set up in all primary and secondary schools in the province.

In 2018, the construction of a modern vocational education system and "double first-class" universities and high-level universities also saw progress.

Reinforcing old-age care

Nursing home beds for 25,000 will be added in the province and 1.4 million elderly people will benefit from improved services in such things as dining, cleaning and bathing. A free basic health examination service will be provided for each person in Jiangsu over 65 years old.

Implementing the rural revitalization strategy

Jiangsu will work to develop a modern agricultural sector and promote the integrated development of primary, secondary and tertiary industries in rural areas, cultivating new operation areas such as family farms and rural cooperatives.

Living environments in the rural areas of Jiangsu will be renovated. These will include village appearance, drinking water safety, sewage disposal and refuse treatment, toilet renovation and the resource utilization of agricultural waste.

A total of 3,500 kilometers of rural roads will be built and 800 bridges will be renovated in rural areas.

Emphasizing poverty alleviation

In 2019, Jiangsu will help approximately 600,000 low-income people out of poverty and all 97 villages with weak economies, as decided by the provincial government, will be able to achieve designated standards of poverty alleviation, along with 12 key counties or districts under provincial support.

Jiangsu’s fight for poverty alleviation not only focuses on solving overall regional poverty, but also takes positive measures in a multitiered social security system, offering preferential policies for people in straitened circumstances and critically ill patients.
