Guangzhou Customs takes measures to advance Greater Bay Area

Since the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area, Guangzhou Customs has played a major role and has assisted integration of local economic and social development by focusing on smooth logistics channels, promoting law enforcement cooperation, deepening economic and trade exchanges to improve the level of trade facilitation, and taking measures to support the area's overall construction.

Create a "cross-border warehouse"

Guangzhou Customs will build a comprehensive cooperation demonstration zone in Nansha and cooperate with Hong Kong and Macao to build a high-level opening-up gateway. In addition, it will support Guangzhou to make full use of the functions of Nansha's home port and build a multimodal transport logistics system which combines sea, land and air transportation centered on Nansha and radiating into the hinterlands. It will promote the rapid development of empty container release and support cold chain logistics, cross-border e-commerce and other port industries such as cruising and warehousing, attracting more Hong Kong, Macao, overseas and inland goods for processing in Nansha.

The Baiyun Airport Comprehensive Insurance Zone is the only location in Guangdong Province that relies on the special customs supervision area of the international airport construction and the policy advantages of the Nansha area of the Guangdong Pilot Free Trade Zone to establish an efficient transit supervision mode and transportation operation process. It realizes the "one-stop" transfer of transit goods, further expands the international freight forwarding route based on the FedEx Asia-Pacific Transit Center, and builds multi-modal transport between Guangdong and Hong Kong to take advantage of the area's airport capacity.

Nansha will support the "Guangdong-HongKong cross-border warehouse", the development of the China-Europea train project, and the development of a modern transportation system in the Guangdong-HongKong-Macao Greater Bay Area. Nansha will also promote one-stop "air and land transport" between Hong Kong Airport and the Nansha Bonded Port Area, and extend the delivery point of Hong Kong air cargo to Nansha. Thus, the logistics time will be cut by more than half.

"One-point customs clearance" model

In accordance with the characteristics of Hong Kong and Macao Post, Guangzhou Customs has established a“one-point customs clearance”model to realize pre-declaration of data, transport of mail from the Hong Kong and Macao ports to the International Mail Exchange Bureau, and completion of customs formalities without the need for customs clearance. The process truly realizes the "second pass" of the mail and reduces the cost of postal enterprises.

Vegetables for Hong Kong market bring wealth to Nansha

"Two years ago, I was still in a poor household in the village. I had to rely on my wife to help me support my family. From 2016, I started planting vegetables for Hong Kong. The annual income of more than 30 mu(about 2 hectares) of vegetable land is nearly 50,000 yuan ($7,252). The days are becoming well!" Liang Guozhi said, a villager from Xiaping Village, Xiaojiang Town, Yangshan County,Qingyuan City.

In Xiaping Village, there are more households that have been lifted out of poverty like Liang Guozhi. With the support of Guangzhou Customs, the vegetable base of Xiaping Village obtained an inspection and quarantine certificate for the vegetable planting base in Hong Kong and Macao in 2016 through the improvement of agricultural management, agricultural chemical input management and epidemic disease surveillance. The total area is more than 250 mu. The annual output of dryland watercress is more than 2,300 tons, with an output value of more than 14 million yuan. The products are mainly exported to Hong Kong and Macao.

Improve mechanisms to ensure a safe and secure supply

The quarantine work for Hong Kong and Macao is a systematic project. Guangzhou Customs maintains close contact and communication with relevant departments such as the Hong Kong Food and Health Bureau and the Macao Civic and Municipal Affairs Bureau, and has established a regular contact system for public service. This mechanism is known as the regional cooperation model in the Guangdong-HongKong-Macao Greater Bay Area.

The model aims to deepen the cooperation among health quarantine, animal and plant quarantine and food safety control by deepening the implementation of the Belt and Road Initiative in accordance with the arrangements for CEPA cooperation and the framework of the Guangdong-Hong Kong Cooperation Framework Agreement. Nansha will actively integrate regional cooperation, strive to create a trade facilitation environment and promote the deep integration and complementary development of Guangdong, Hong Kong and Macao.

High-quality products for Hong Kong and Macao

The food and agricultural products for Hong Kong and Macao not only meet the needs of the Hong Kong market, but also help develop a number of food and agricultural production enterprises with relatively large scale and high management levels in the mainland, which drives the development of the industry.
