Baotou Rare Earth High-Tech Industrial Development Zone was founded in 1990. It spans an area of 120 sq km and a construction area of 15.5 sq km. Approved as a national high-tech industrial development zone by the State Council in 1992, it is China's only zone with a "rare earth" designation and is one of the 24 major development zones in Inner Mongolia.

More than 4,600 registered enterprises have settled in the zone, of which 65 are rare-earth companies, 22 are listed, seven are world top 500 enterprises and 39 are foreign-funded. The zone boasts 49 high-tech enterprises, 40 percent of the number in the Inner Mongolia autonomous region. Its leading industries are new energy equipment, non-ferrous metal processing, and high-technology.

The development zone has attracted six “Thousand Talents” experts, 60 percent of the number in Inner Mongolia. It has invented 2,410 patents, half of the patents in Baotou. In addition, it had set up more than 50 research centers and five innovation start-up teams and is home to 329 returned overseas Chinese entrepreneurs.
